Investigation, Remediation and Monitoring, West Hartford, CT
HRP provided investigation and remediation of historical contamination at a large industrial facility that manufactured diesel engine braking systems. The project involved demolition of a large industrial building, followed by removal of subslab piping and drainage structures and remediation of soils to achieve compliance with state and federal regulations. The site development plan consisted of construction of a new retail shopping plaza anchored by a large grocery store.
We supervised the remediation and closely coordinated with the site demolition and redevelopment plan and demanding schedule. In many areas, the extent of remedial action was dictated by the future site development plans and geotechnical considerations. A significant amount of additional PCB-impacted soil was required to be removed during the project due to the poor geotechnical properties of the soils in the area of the new proposed building. We revised the original remedial action plan to allow for cost effective management of these PCB-impacted soils without significant interruption in the construction schedule. The plan modification consisted of relocation and reuse of PCB-impacted soils on-site to address remediation requirements and eliminate any potential risks.
The remedial actions resulted in the disposal of a large quantitiy of PCB bulk remediation waste at a permitted TSCA facility and soil disposed as PCB bulk remediation waste (< 50 ppm) and non-hazardous waste at other permitted facilities. The site is currently operating as a retail plaza.
