Description
HRP provided a range of environmental services to the client to satisfy the Connecticut Property Transfer Act Program in order to facilitate environmental compliance for the site, and to facilitate building renovation and site redevelopment. The site was historically occupied an industrial factory that conducted gold and silver leaf, hot dye stamping foils, and gold plating from the 1920s to 2000s.
The HRP team conducted subsurface soil and groundwater investigations, and preparation of a soil remedial action plan. The team also conducted building hazardous material surveys/contaminant evaluations, including asbestos, lead paint, PCBs, ash, dust, machinery, oils/chemicals, stained concrete floors, stained wood floors, ductwork, and universal wastes. HRP assisted the client in obtaining EPA Brownfields funding through the Connecticut Department of Economic and Community Development, including preparing a Community Relations Plan, Public Notice, Analysis of Brownfields Cleanup Alternatives, and Quality Assurance Project Plan. The team assisted the client in the contractor bidding/selection process, including preparation of bid documents and engineering/construction specifications, contractor meetings, and bid reviews.
The environmental services were performed to identify potential contaminant release areas and to evaluate the environmental quality of soils in preparation of proposed construction activities. The environmental services were performed to achieve compliance with the Connecticut Remediation Standard Regulations. The building hazardous material surveys/contaminant evaluations were performed to identify contaminants requiring removal/abatement and to characterize the wastes for appropriate disposal options in preparation of proposed renovation activities.
The services will facilitate the transformation of a vacant and blighted structure into a business incubator and community services facility for the area neighborhoods.
