  • Computer literacy in Microsoft Windows, Word, Excel, Outlook, PowerPoint, Access, and Internet Explorer
  • Prepare technical reports or designs for review by Project Managers
  • Provide concise documentation of field notes and records with acceptable methodologies and procedures.
  • Have engineering data interpretative skills
  • Interact, schedule, and supervise subcontractors
  • Communicate professionally with client and State regulatory personnel when conducting field investigations/inspections and research
  • Working knowledge of State and Federal laws and regulations and guidelines governing assigned work responsibilities.
  • Ability to interact with colleagues and peers from other partners, vendors, sub-consultants, or joint ventures in collaborative work environments
  • Assist PM by supervising staff including:
    • Assigning tasks
    • Provide report conclusions and recommendations
    • Finalize reports, calculations, specifications and designs for PM approval
    • Communicate project design, finding and conclusions and recommendations with clients and regulators
    • Understand client and HRP risk tolerance and include within proposals and reports as appropriate
  • Continuously improve to maximize efficiently and expand HRP services
  • Ability to interpret and apply regulatory area/services to projects, make sound conclusions and recommendations based on clients situation/needs in areas as by PM including but not limited to
    • Read and understand CAD drawings and blue prints
    • Air permitting (construction, conditional major, Title V, PSD, MACT, RICE)
    • Air Toxic Modeling (SCREEN3, Aeromod, CALPUFF)
    • Risk Management Plans (RMP)
    • Laboratory analytical methods, sampling procedures, chain of custody procedures and operation and calibration of field instruments and equipment
    • Stormwater, NPDES, and Industrial Wastewater discharge permitting
    • Stormwater Pollution Prevention Plans (SWPPP), permitting, sampling, SWPPP training, and corrective action recommendations
    • Spill Prevention Control and Countermeasure (SPCC) Plans, Training, and corrective action recommendations and implementation
    • RCRA Hazardous wastes determinations, training, and management plans
    • AST and UST Registrations and compliance system review
    • EPCRA (Tier 2 and Form R)
    • EMIS Development
    • Environmental, Health and Safety Training
    • Environmental compliance audits (multi-media)
    • Environmental design (i.e. stormwater, containment, pollution controls)
    • Engineering Inspections (PCAs, Dam Inspections, ESC Inspections, etc.)
    • Civil design and calculations (civil structures)
    • Preparation management of site Specific Health and Safety Plans (HSP)
    • Working knowledge and understanding of engineering analysis, planning, design and construction of pollution control or waste management facilities and processes or programs
    • Preparation of Environmental Management System (EMS) and ISO14000/18000 plans
    • OSHA regulatory compliance and Worker Safety
    • Ability to provide, understand, and utilize engineering calculations
    • Industrial hygiene and sampling; reporting
    • Sampling of environmental media (soil, water, air, waste)
    • Inspection of residential, commercial and industrial facilities


  • Must have three to five years’ experience in environmental, health, and safety administration
  • BS Degree in Engineering, Biology, Chemistry or Environmental Sciences, and/or related scientific or technical field
  • Strong knowledge of federal, state, and local regulations/programs relating to environmental, health, and safety within the U.S. and Canada
  • Demonstrated expertise in understanding and interpreting federal, state, and local environmental regulations, occupational health and safety standards and applicable consensus standards
  • Demonstrated capabilities in presenting ideas written and orally within a cross-functional environment
