Description
HRP was retained by a confidential auto-parts supplier to provide routine technical services for continued implementation of a Process Safety Management (PSM)/Risk Management Plan (RMP) program at the facility. Specific routine services include Coordination and Tracking of PSM/RMP Program Requirements, PSM/RMP Program Element Support, Monthly and Quarterly PSM/RMP Team Meetings, and Regulatory Audit Support.
On an ongoing basis, HRP provides oversite related to the determination of program requirements under the OSHA standard 1910.119 and EPA standard 40 CFR Part 68. These requirements are communicated to affected personnel at the facility, and incorporated into the facility PSM/RMP program under the direction of the site EHS department.
HRP continuously monitors elements of the facility PSM/RMP program to ensure that changes and modifications to the covered process are implemented safely and in accordance with regulatory requirements. Program elements including mechanical integrity, pre-startup safety review, process safety information, incident investigations, and emergency planning and response are monitored.
In order to support the employee participation elements of the facility PSM/RMP program, HRP leads and documents monthly and quarterly PSM/RMP Team Meetings. Specific roles and responsibilities include communicating changes to the covered process, tracking open action items, incident investigation, and general discussion of items presented by employees and active PSM/RMP team members.
HRP also provides regulatory audit support in the event of a visit or inspection by EPA, OSHA, or SCDHEC. Support services include presenting documentation to the regulatory agency upon request, addressing information needs generated during the visit or inspection, and direct communications with the regulatory agency as needed before, during, and following the visit or inspection.
